We are hiring for NEOM AP Technical Engineering Resource Manager

POSITION SUMMARY

The incumbent is accountable for Facilitating the hiring of personnel to KSA (DTV and NEOM Sites) in support of the NEOM Green Hydrogen Project (NGHP) and HIDC Project in the role of hiring manager support of the project leadership team of NGHP and HIDC.

PRINCIPAL ACCOUNTABILITIES AND RESPONSIBILITIES

  • Work with the project senior leadership team of NGHP and HIDC to identify needed positions as per the staffing plan.
  • Manage the Resourcing Master spreadsheet (share spreadsheet) derived from the staffing plan
  • Write or facilitate the writing of job descriptions for new positions. (share JDs, and posting list)
  • Initiate the TRF for the positions and provide support to the AP Middle East HR/TA for posting.
  • Participate in the hiring process with discipline hiring managers:
  • Coordinating the requisition, screening, and interviewing of replacement candidates.
  • Ensure a pipeline of backup resources is maintained as far as practical.
  • Working with the HR group and hiring managers to decide the path to hire selected employees (hire by AP-KSA, hire as Contractor (agency), hire as international AP Employee (US/Europe/Asia/India then place on international assignment).

· Ensure communicating the list of new joiners to the Onboarding coordinator and HRBP and oversee and audit the onboarding process for a dynamic and efficient onboarding experience!
· Compose and disseminate the hiring summary once every month.

International AP Employees – Americas, Europe, Asia

· Pursue and/or identify recruits interested in NEOM Sites or DTV
· Discuss opportunities and/or interview with recruits and become a point of contact for questions
· Ensure the organization can support a transfer to NEOM by discussions with the recruit’s manager (s).
· If an outside candidate could be a potential future AP employee, facilitate hiring with the appropriate manager.
· Process an “International Assignment Form” for employees committed to NEOM. Coordinate with the IMP team and HRBP the processing

Contractors (Agency)

  • Primary Interface with TA on contract staff (go over hiring and recruitment list)
  • Discuss opportunities and/or interview with recruits and become a point of contact for questions
  • Facilitate rate discussions

Desired Candidate Profile
EDUCATION AND EXPERIENCE

  • Post-Secondary Degree, preferably in Engineering or equivalent
  • 10 to 15 years in the oil and gas industry.
  • Self-motivated, proactive individual who can work independently as well as in a team environment.
  • Excellent organizational skills.
  • Strong, proactive leadership qualities who can overcome obstacles through building successful stakeholder relationships.
  • Demonstrates initiative and assertiveness to gather stakeholder support when required.
  • Excellent written and verbal communication skills.
  • Excellent presentation skills to subordinate and senior management audiences.
  • Ability to clearly establish and articulate objectives and expectations.
  • Experience with international companies in Human Resources is an asset
