ACCIONA, in its Water business line, is looking for a Procurement Manager based in Saudi Arabia

Purpose: Ensure all commercial matters relating to contracts, and purchasing, to provide a cost-effective, risk managed outcome.
Key Responsibilities:
Create and implement procurement strategies and policies, forecast procurement needs and create procurement metrics.
Build and develop relationships with key suppliers and contractors.
Provide assistance to the procurement team in all phases.
Review quotations, order materials, services and execution of works on site for Civil, Mechanical and E&IC disciplines as per negotiated and appropriately approved ensuring low cost and secure agreements.
Prepare purchase requisitions, approve and issue purchase orders in accordance with company policy and negotiated terms and conditions.
Track Purchasing activity and measurements
Discuss defective or unacceptable new goods or services with users, vendors and others to determine cause of problem and take corrective and preventative action. Negotiation of variations and resolution of disputes with subcontractors.
Assist department in developing and implementing purchasing strategies for products.
Responsible for planning, developing and buying materials, parts, supplies and equipment in a timely and cost-effective way to meet delivery dates for the construction installation teams requirements, while maintaining appropriate quality standards and specifications.
Develop and review purchase requests and ensure authorization as necessary to facilitate the timely purchase of all products.
Liaise with Project Director, Site and Engineering Team to ensure accurate and timely payment of invoices, as necessary for the business with the supplier
Maintain procurement files
Key results:
Building and maintaining relationships with key suppliers and customers
Purchase of high-quality goods that meet company specifications which are delivered on time and at the best price.
Create and implement procurement strategies and policies, forecast procurement needs and create procurement metrics.
Compliance with the Safety and Environmental Responsibilities.
Monitor the Supply chain (Purchasing, Expediting, Quality, Logistics) to ensure the deadlines and procurement needs are met according to the project schedule.
Requisitos del candidato
Requirements
Around 10 years of experience in a similar role in EPC projects environment over 100M USD (Desalination / Power/ Oil and Gas) preferably in the water sector. References shall be provided.
The specialist knowledge of procurement concepts, processes, activities and trends.
Knowledge of Logistics, Expediting, Quality in order to supervise and monitor the Supply Vhain
Technical knowledge in Mechanical / Electrical / Instrumentation and Vendor packages
Knowledge of Subcontracts wording
Experience in subcontracts. Execution of works on site. Civil / Mechanical / E&IC
Fluent English, at least C1
Fluent Spanish
Skills
Advanced analytical interpretation and problem-solving skills.
Ability to provide technical leadership, coupled with people and project management skills
Business, communication, change management, and customer service skills.
Strong communication and advanced negotiation skills.
