This contract role will focus on site HSE management for Saudi – the Madina HVDC project, ensuring that the HVDC HSE standards are maintained in accordance with local regulatory requirements and customer requirements, applicable to Hitachi Energy's scope of works. Your site location is Madina(Saudi Arabia).

Your responsibilities

Act as an ambassador to represent Hitachi Energy's integrity, HSE & Sustainability requirements.
Support & implement Hitachi Energy HVDC HSE policies & procedures consistent with Legislation, customer & Hitachi Energy requirements.
Participate in the planning of the work and make sure that shared HSE viewpoints are considered when work methods and work equipment are selected, and different work tasks are planned especially simultaneous operations as part of site coordination activities.
Support sites in HSE compliance matters related to communication with Project Team
Ensures that the site HSE plan (including the Risk List with identified residual risks) that have been defined in an earlier stage in the site are available and are up to date as soon as the site is established, inclusive of Hitachi Energy equipment supply related risks prior to procurement and installation activities
Conduct regular site inspections/audits to ensure ongoing permits, consent and Hitachi Energy HSE requirements are being maintained, making recommendations for improvement as required.
Support the implementation & monitoring of suitable HSE objectives / KPIs set for the project site.
Proactively encourages the site team to identify the hazards & report it at an earlier stage.
Proactively encourages the site team to do site inspection tours.
Produce monthly HSE client & internal reports against predetermined HSE requirements and objectives.
Ensure that all work is risk reviewed by pre-start meetings & point of work risk assessments before physical works start.
Particular attention towards Life-Saving Rules & associated critical requirements.
Support Hitachi Energy site manager in ensuring that only authorized person(s) are given access to the working area.
Ensure all site staff is aware of contact details for advice and support for HSE activities including emergency response requirements.
Facilitate the overall management of HSE-related matters throughout each site by supporting site manager.
Conducting and delivering regulatory training programs to meet local law and requirements.
Collaboration
Ensure good collaboration of site HSE teams by establishing and maintaining close contact with Customers HSE representatives as well as subcontractor representatives
Initiate and encourage HSE communication between all hierarchy levels
Be available, be visible. Provide support openly with functional oversight, direction and guidance on site HSE topics.
Ensure regular exchange with Site Management Team to inform on HSE requirements for the current project phase and to receive good inside on upcoming activities
Provide support in contact with authorities in respect of HSE issues
Initiate site HSE meetings as applicable
Reporting
All incidents are properly reported according to legal and Customer requirements as well as Hitachi ABB internal routines.
Reports site HSE statistics to Project HSE Manager
Ensure that root causes of incidents and accidents are investigated (in close collaboration with assigned investigator). Introduce and supervise corrective actions.
Engage all site staff in hazard reporting by creating awareness for the identification of the unsafe situations
Maintain site-specific HSE registers (e.g. waste register, …)
Environmental protection
Demonstrate a strong commitment towards environmental standards, guidelines, and procedures
Cooperative actively with environmental supervisory function on site
Inform on / verify adherence to site-specific environmental protection measures (e.g. waste management, wildlife protection, use/handling of substances hazardous to the environment, …)
Safe execution of site works
Active involvement in the planning and coordination process for site works to determine specific HSE requirements for upcoming at activities at an early stage
Ensure that the Risk Assessment / Method statement process is followed for all work
Ensure that training/qualification requirements, as well as permit to work requirements, are met as applicable
Implement site HSE routines such as coordination meetings, toolbox talks, and last-minute risk assessments. Provide support if needed, and verify effectiveness.
Initiate risk assessments/risk studies as applicable
Ensure proper housekeeping is maintained on site
Training
Conduct site-specific induction training as defined in HSE plan, special consideration is to be given on collaboration on site and open communication
Plan and execute emergency response drills as applicable for current phase of site execution works
Prepare and actively participate in kick-off meetings with subcontractors to inform on-site-specific HSE routines and requirements
Inspections
Perform regular site inspections to verify HSE performance at site. By monitoring through site walks, spot checks and formal inspections is shall be ensured that construction site activities comply with the applicable HSE legislation, Customer and Hitachi ABB Power Grids HSE requirements as well as site rules.
Verification of close-out actions from previous inspections
Provide positive feedback for well-done HSE to ensure good spirit is maintained and picked up by others
Your background

Fluent in English (Verbal and Written)
& Arabic (min. Verbal)
Bachelor’s Degree in an HSE-related study or a related in engineering.
NEBOSH IGC from IOSH(UK)
Grad IOSH Membership added advantage
More than >5 years of experience in a construction site or relevant field.
Ability to implement HSE programs and achieve measurable goals.
Awareness on the local law and HSE regulation.
Certified HSE professional with construction/electrification project experience, as per Saudi law.
Strong organizational & communication skills
Computer literate & proficient IT skills
Desirable
Substation work Experience
Prior experience in site HSE Management
Previous experience in creating positive HSE leadership behaviors
Conversant with relevant ISO standards
Five Star Safety Management added advantage
