Job Description
Strategic Contribution:

• Establish project WBS, prepare schedule, plan project resources, allocate budget, verify and process invoices, create SES, enter & approve time sheet.

• Monitor and control man-hours for activities, and perform project close out IN ORDER TO maintain projects data and ensure accessibility of information to all stakeholders and project team members.

• Involve functional expertise in design reviews and key decisions as well as risk strategies.

• Develop and finalize Project strategy.

• Develop, compile and obtain approval endorsement on bid slate , recommended bidders list with PAC.

• Arrange pre-qualification process in coordination with PAC for those not in ACL/AVL.

• Prepare and obtain Sole /Single source justification and obtain Affiliate President approvals.

• Raise PR, ensure approval per authority, manage bids technical clarifications & evaluation, follow-up for PO placement.

• Support in preparation and finalising of ITB, TBA.

• Prepare / Issue Construction TBAs

• Arrange all KOM's and issue MOM for respective phases.

• Checks, verifies and approves documentation to reflect the “as built” condition as required, updates the drawings/documents along with CAD Operators.

• Obtain Lessons learned from the project team.

• Process project financial close out in SAP.

• Compliance to EHSS rules and applicable SHEMS

• Monitor site activities to ensure desired safety performance

• support to Sr. Manager / Director on tasks assigned other than project

Strategic Planning & Alliances:

• Plan and review work processes, CDP, FEEP, DEP submitted by affiliate, obtain G3A in order to ensure that project-design packages are in line with the affiliate's requirements.

• Analyze the actual performance against the plan and make adjustments consistent with plan objectives.

• Preparation and approvals of CR/CO thru Change Management processes and procedures.

• Manage change to preserve business plan commitments. Initiate Phase Review if objectives must change.

Department Management:

• Ensures the correct implementation of the plant modifications as per the design packages.

• Verifies and approves new projects and modifications prior to hand over to the customer to ensure compliance with the approved design package.

• Apply project resources according to the approved project plan.

• Track and report on progress to plan.

Stakeholder / Network Management:

• Keep all stakeholders informed of progress and issues.

• Interface with authorities for site specific permits.

• Visit the construction sites regularly in support of ongoing projects.

• Keep regular meeting with the contractor to review, safety, progress and all project related items and produce Action MOM.

Continuous Improvement:

• Coordinates design review and safety review meetings to ensure compliance with work scope.

• Assist in material selection and upgrade in order to maintain the equipment operation safely and effectively.

• Approve all Material submittals by the Contractor during Procurement and Construction phases.

• Establish and publish clear priorities among project activities.

• Using the rule of thumb and analytical thinking to evaluate the project performance.

People Management:

• Facilitate communication with the rest of the organization.

• Demonstrate desired leadership to ensue timeliness of project delivery and conflict management

. Interface with external stakeholders and third-party agencies

. Ensure engineering/design packages for plant modifications in his discipline area confers with the sponsors and other concerned departments, work with Draftsmen & designers during the preparation of packages.

• Attend FAT with the project team as required.

• Provides clarification to construction management and provides guidance and technical supports during the construction phase.

• Assure that all team members understand their roles and accept their responsibilities.

• Provide input on the performance of project team members to their supervisors.

Desired Candidate Profile
University qualifications: Degree In Mechanical Engineering
Previous experience: 10+ years of project experience in the chemical industry. Has working knowledge and experience in project development and execution, obtaining concept approvals, developing cost estimates, materials specification, procurement, contractors management and administration, dealing with contractors, planning and scheduling, design, etc. knowledgeable of the chemical industry and "process safety" requirements.
Has technical and working knowledge of piping design and piping codes and standards.
