Job Purpose:
Planned, manage and supervise container terminal operations, ensuring maximum productivity while doing so in a cost-effective manner, through optimal utilization of resources, while adhering to quality & safety standards.
Key Accountabilities :
Assist the Operations Manager in defining the overall yard strategy, and ensure compliance with the same
Assist in defining and planning yard activities/ procedures on the lines of terminal structure, yard configuration, nature of operations, container types, and type of equipment
Assist in defining Yard Traffic Rules/ Yard Path Matrix to optimize the productivity of yard equipment and throughput capacity of the yard
Understand quay design and its impact on operational efficiency
Assist in improving quay utilization by analyzing berth occupancy, vessel waiting time and related stowage planning factors
Ensure yard operations are managed in accordance with terminal policies and procedures, legislative policy, and customer requirements
Ensure yard planning is effectively managed to facilitate the movement of containers
Stacking principles are followed
Corrective measures to avoid potential clashes in the yard
Optimal allocation of equipment – e.g. RTGs, reach stackers, forklifts, Empty Container Handlers (ECHs) & Straddle Carriers (until they are phased out)
Housekeeping of containers to minimize the loading time
Movements to Examination area and Delivery areas
Explain the implications of container movement in the yard – cost, time, and convenience
Assist in defining norms for equipment allocation to ensure optimal utilization of yard equipment
Track and monitor yard inventory
Ensure berthing is accurately planned with the crane booking office and marine department
Ensure strict adherence to protocols for stowage approvals from the Chief Officer
Ensure the crane program is monitored and modified based on planned and real-time information i.e. availability of equipment and resources
Ensure issues pertaining to ‘out of list’ containers and ‘through’ containers are resolved and ascertain reasons for the same
Assist in defining norms for sequencing crane operations effectively
Manage (plan, lead, organize, control) all terminal operations, planning and personnel for his shift and the requisite planning for the next shift
Ensure shift rosters prepared by Staff & Equipment Control are in accordance with port policies and procedures
Coordinate with Marine operations for receiving information on vessel arrival time
Ensure the berthing window agreement and Performa with the lines are executed on time and effectively
Ensure the liner agent & Marine operations are informed about sailing time in advance
Ensure that information w.r.t. operations is shared and communicated with the Commercial personnel for preparation of Vessel Closing/ Finalization and terminal statistics
Administrate & report incidents to Operations Manager and translate into procedures for future prevention of risks and optimal terminal operations
Coordinate with other departments, e.g.
Technical for maintenance activities of equipment
Commercial for cut-off times for vessel loading/ discharging finalization
Assist in devising the yard strategy and equipment allocation for movements to Examination and CFS and from the same
Oversee all equipment movements within the Examination and CFS area in direct coordination with Superintendent and Supervisors
Minimize the number of unproductive moves and exceptions in the Quay side, Yardside and Examination and CFS area
Reallocate equipment and resources across the planning team in a timely and organized manner based on the workload
Identify training areas for departmental development needs
Ensure effective inter and intra-departmental communication for vessel and yard operations
Plan, monitor and analyze relevant reports
Propose areas for operational improvement, system automation, and upgradation
Perform periodical scheduled performance reviews with reporting personnel
Implementation and compliance with Fatal Risk Standards
Implementation and compliance with Safe Work Practices
Implementation and compliance with HSE policy
Investigate accidents in accordance with defined safety procedures
Qualifications, Experience, and Skills
Experience in container planning or operations
Mandatory: 5 to 7 years
Preferable: 8 to 10 years
Experience in a supervisory role in container planning operations
Mandatory: 4 to 5 years
Graduate/ Bachelor degree (16th grade)
A merchant marine background is preferable
Experience in managing container terminal operating systems (NAVIS, Cosmos, etc.)
Prior experience in managing and building teams
Good communication skills
